Who is the project for?

Who do we help?

Single people with a history of homelessness who are experiencing living with mental health issues. Must have a local connection to the City of Westminster and a Westminster community mental health team. May accept people with pets.

Who we cannot help

No automatic exclusions. Applications considered on a case by case basis.

How to get a referral

Referral agencies

Only accept referrals from Joint Homelessness Team for Elgin Avenue and Shirland Road projects and Westminster CMHT for Bliss Mews and Great Western Road. Do not accept self referrals or referrals from any other agency.

Referral procedure

Through Westminster SARP panel. Phone Mon-Fri 9.30am-6pm to contact Deputy Manager for more information about the projects. Viewing and referral interview. Require proof of ID and Housing Benefit eligibility.

  • Maximum stay: 2 years

Support and accommodation

Support offered

5 full time staff, based across 3 on-site offices daily 9.30am-6pm, emergency on-call. Keywork system with at least monthly meetings. Joint action plans with agreed outcomes, reviewed quarterly. training and education and managing mental health wellbeing.

Approx £15pw required from residents receiving benefits.

House rules and tenure

Support agreement is part of tenancy. No alcohol or smoking in communal areas. 2 year assured shorthold tenancy.


Can stay overnight for maximum of 2 weeks.
