Health inclusion project advisory group

MISSION STATEMENT

Working in partnership with Homeless Link members, Strategic Health Authorities, local authorities, and other agencies, the project will be an effective advocate for homeless people with health needs at national, regional and local levels. The Project recognises that health and homelessness embraces different groups of homeless people, including travellers, homeless families, the insecurely housed, the recently housed, as well as rough sleepers. The Health Inclusion Project will raise the profile of the health needs of homeless people, disseminate good practice models of working with homeless people with health needs, and work for integrated and multi-disciplinary ways of working.

Main areas of work:

  • pilot a protocol for the appropriate discharge of homeless people, including early case conferencing and information sharing with homeless agencies
  • work for a better understanding amongst GP’s of the needs and issues of homeless people, producing a training pack for primary care professionals
  • investigate, evaluate and write good practice guidance on homelessness and health care for emergency accommodation, resettlement services, and day centres
  • broker relationships between homelessness agencies and health bodies such as DATs, PCT’s and Strategic Health Authorities and Health Development Plans
  • promote user involvement in the development and running of health and support services for homeless people
  • develop and deliver new training on health care for agencies working with homeless people
  • brief homelessness organisations on new policy and guidance and use their expertise to inform policy development.

TERMS OF REFERENCE

Homeless Link welcomes and greatly values the contribution made to various projects by their Advisory Groups.

1. Role

Advisory Groups are not expected to manage Homeless Link projects or staff, (each of whom have their own Line Manager). The purpose of this Advisory Group is to provide advice and guidance in relation to the overall direction of the Health Inclusion Project and the outputs associated with it (i.e. publications, conferences etc).

2. Membership

Membership is initially determined by Homeless Link, but during the course of a project any additional members would be recruited in consultation with the Health Inclusion Advisory Group.

3. Number of meetings

The Health Inclusion Project is funded for three years, and the Advisory Group will meet quarterly.

4. Chair

The Chair will be decided in consultation with the group and will work closely with the Health Inclusion Project Co-ordinator.

5. Difference of Opinion

Where any differences of opinion arise which cannot be resolved in the course of the Advisory Group Meetings, these should be taken up in the first instance with the Chair and the Health Inclusion project Co-ordinator, and subsequently with the project Line Manager.
