Homeless Link response to the Comprehensive Spending Review 2007
The CSR statement released by the Chancellor on 9 October 2007 sets out the key priority outcomes the Government wants to achieve in the next spending period (2008-2011). We are waiting for Communities and Local Government (CLG) to announce details of the settlement for local government, Supporting People, homelessness, and any new capital investment in homelessness services. This is expected shortly and we will place a briefing on this site as soon as we hear.
Homeless Link campaigned for over a year to influence the outcome of the CSR 07. We wrote to all MPs, met officials, and lobbied with Treasury ministers as part of a wide alliance of organisations calling for increased investment in housing, including supported housing. We recommended:
- Safeguarding the Supporting People budget with an increase for inflation
- Increasing spending on affordable housing, including move on and supported housing
- A new PSA on social exclusion
- Continuation of the Hostels Capital Improvement Programme (HCIP)
There are 30 national Public Service Agreements (PSAs), which set out cross cutting priorities across Government. Twelve out of thirty are focused on reducing poverty and disadvantage. Each department also have a limited number of its own Departmental Spending Objectives (DSOs). We will be examining these to see which are most promising to unlock support for the work of homelessness services. Local Area Agreements are the new very important route for much of local government funding. They will each have 35 priorities, which will be chosen by each local area from a list of 200 indicators. We are awaiting the publication of this list and will issue briefing when it is available.
Departmental Spending - Communities and Local Government (CLG)
Departmental spending for Communities and Local Government (CLG) will increase by 2.9 per cent a year in real terms (i.e. over the expected rate of inflation) over the CSR07 period. The Government intends to deliver 3 million new homes by 2020 - with the number of new homes (of all types) being built rising to at least 240,000 per year by 2016. This settlement includes £6.5 billion investment over 3 years in housing to deliver 45,000 new social homes per year by 2010-11, a 50% increase compared with 2007-08. Alongside the Housing Corporation’s commitment to support bids for Supported Housing and move on in their Affordable Housing Programme, this announcement of new supply should have a significant impact on homelessness.

£80 million is allocated to a programme for micro-grants to help projects in local communities and the Futurebuilders programme will continue to be funded at the level of £65 million over the CSR period.
