Case Study: Lambeth LAA
How homelessness fits into the LAA very much depends on the Local Authority and how the LAA is developed, and the individuals involved. In Lambeth, the head of SP was instrumental in constructing and developing the LAA. This allowed for the inclusion of a homelessness related aim in the key targets.

How did KPI2 get onto the agenda?
The Head of SP was a driving force in constructing and planning for the LAA. The key focus of LAA is social inclusion and creating active and thriving communities. Much of SP programme is also focused on social inclusion – large numbers of short-term services for unpopular groups, meaning SP funding has been aligned in LAA within the Safer, Stronger Communities block
What does KPI2 mean?
KPI2 in Lambeth was 64% in 2005-2006. (729 planned moves and 409 unplanned moves) The LAA target is to “stretch” performance in KPI2 so that, by 2010, >70% of moves are planned. In numerical terms, this means that, by 2010, Lambeth will be moving on 849+ people per year and will have reduced unplanned departures by 45+.
How is this a “stretch” target?
Lambeth had to prove to CLG that 70% was enough of a stretch. Their business case to the Government Office London was to prove that over £1million could be saved by “stretching” move on.
Each delayed move costs money: It costs £48k pa more to keep a person on a delayed discharge ward rather than in supported housing. It costs £15k pa more for registered care than one of our specialist MH projects. It is at least £8k pa cheaper to support someone at home.
What will be the benefits of achieving KPI2?
A saving of over £1million will be the reward if Lambeth achieve their target.
