Activating places of change

Following on from the very successful 'Activating Places of Change' grant schemes run in 2007-2008, Homeless Link has been commissioned by Communities and Local Government (CLG) and the Home Office to support and administer a further £290,000 grants scheme to help services working with homeless people to provide positive activities. The scheme is only available to services that have received funding under the CLG's Hostels Capital Improvement Programme (HCIP) or the Places of Change Programme. The Activating Places of Change grants are revenue funding to pump prime the activity and innovation that goes alongside the CLG’s approach of using the HCIP funding to ensure that services become 'Places of Change'.

Homeless Link will not have a role in the final decisions about who does / does not receive a grant.


Activating Places of Change grants 2008-9


This grants scheme is supported by the Department of Communities and Local Government (CLG) and the Drug Intervention Programme at the Home Office (DIP) and reflects their goal of using activities to support growth in self-esteem and progress towards independence.

It offers revenue funding, over 1 year (2008/9), to projects in receipt of capital funding from the Department of Communities and Local Government through what was the Hostels Capital Improvement Programme (HCIP) and is now the Places of Change Programme. The purpose of the grants will be to pump prime the activity and innovation that goes alongside the CLG’s approach of using capital funding to ensure that services become ‘Places of Change’.

The total amount available is £290,000, the sum has not been broken down by regional allocations but the intention is to fund eligible projects in each English region.

The grants are divided into 2 levels:

  • small grants under £5,000
  • general grants £5,000 - £20,000

Grants must be spent in the financial year. 2008/9.

What projects should aim to achieve


Projects funded under the scheme will:

  • Contribute to at least one of the outcomes set for by the CLG for the Hostels Capital Improvement Programme (see guidance for details)
  • Fit with the HCIP capital funding that services have already received and the redevelopments /changes that have taken place within the project as a result
  • Help to establish the places of change culture within the project
  • Help to lever in on-going funding for the activity – or to otherwise support the Places of Change agenda within the project,

The proposal should demonstrate an element of service user involvement. This may be in the development of the idea /proposal or if the bid is successful, in the development of the activities.

Bridging Funding


A small amount of bridging funding is available for previously funded APoC projects that are experiencing a short gap in funding. If you would like to receive briding funding, please send us a letter telling us why - for full details see the Bridging funding guidance.


How to apply


The closing date for applications is 4 August 2008 at 5pm.

You can now download the application form and either fill it in electronically and email it or post it back to us. Emailed forms must be supported by a signed paper copy. Please ensure that you read the guidance document thoroughly first. It is not possible to apply online.
